The flower Saitou holds is tsubaki (Camellia japonica). Tsubaki is known for having the whole flower fall off with its calyx, without scattering its petals. This “perishing with a good grace” (潔きかな散る) is a part of samurai spirit. Plus it blooms in the winter. Fits Saitou’s image well.
BTW, about how samurai in Edo Era didn’t like tsubaki because the way its flower falls was bad omen of being beheaded… was a lie! This so-called superstition didn’t spread until Meiji Era, when samurai’s era already ended. It’s said to be spread by peony-lovers, out of jealousy of tsubaki’s popularity. In fact, tsubaki was loved by commoners and samurai. Tokugawa Hidetada himself loved tsubaki, and planted it everywhere in the imperial garden in Edo.
